leaves little to be desired.

BRITISH
FORCES
publish orders
and
instructional
papers;
whether
they
do
so regularly
or
on an
"as
required"
basis is
among
the
many
variables
our
system permits.
The
Los
Angeles Police
publish
aDaily Training Bulletin
and
the
volume
now
under
review is comprised
of
some
of
the
more
important
contents.
Subjects
range
from
domestic probl.ems, such. as how. to
report
sick, to
topics
such
as
crowd
control
and
action
following
atomic
attack, which
are
of
interest
to police
the
world
over.
Specially fascinating
and
informative
is the
chapter
on narcotics,
and
there
are
many
British policemen who will be envious
when
they
.rea~
of
the
simple-elaborate
method
of
recording
and
stonng
property
coming Into
the
possession of
the
police.
The
Bulletin reveals an astonishing
amount
of
specialisation;
almost
everything is
handed
over
to the
appropriate
depart-
ment. AJuvenile Division,
for
example, seems to
perform
all
and
more
of
the
duties carried
out
by Liaison Officers
under
the
Liverpool
scheme. All
through
there
is
much
evidence of
forward
thought
and
careful
planning.
Most
impressive
of
all is
the
opening
chapter,
a
reprint
of
an address
given by
the
Los
Angeles
Chief
of Police.
It
is a
combination
of
high
philosophy
and
down
to
earth
police wisdom which deserves
the
serious
attention
of all
who
are
concerned
with
policing.
Although
mechanics differ
it is
obvious
that
police ideals in
Los
Angeles
approximate
with
surprising
closeness to
our
own
older
conceptions
of
what
policing
should
mean
to
the
community.
This
book
is
beautifully
produced
and
should
prove
an
invaluable
source
.
of
new ideas to
Chief
Officers generally
.and
to
their
Training
Departments
in particular.
It
is well
worth
aplace in
any
police
library.

THE
WRITER
of
this review was well
acquainted
with
the
first edition
of
this
excellent
handbook
since
there
was
much
in it
of
value to
the
Colonial
Police Officer. In
the
preface
to
the
admirably
presented second edition
the
new
editor
is
somewhat
apologetic because times
have
changed in Africa.
Be
that
as it
may,
the need
for
this
volume
remains.
It
will always be
of
value
to
the
inexperienced
magistrate
exercising his judicial functions in
remote
places
and
without
recourse to an extensive
law
library.
It
is
also
the
less experienced Police Officer, carrying
out
his duties
under
similar
circumstances,
who
will find a wealth of judicial experience
contained
in
these pages.
Police Officers will find
the
chapters
on evidence,
framing
of
charges,
confessions
and
statements of
particular
value. It is difficult to be
equally
enthusiastic where
the
author
has
chosen
to direct his
attention
to
purely
police matters,
such
as
the
chapter
headed
"Maxims
for
Police Officers"
and
those
that
follow. All
the
points
dealt
with are covered
adequately
at
recruit training centres
and
it is felt
that
there
is no place
for
these particu-
lar
sections in a
volume
of
this
nature.
In addition, it
may
be
that
the
status
of
the
Colonial
Police Officer
has
not
been
accurately defined
on
page 18.
The
book
is well
printed
and
attractively written,
the
author
having
avoided
successfully
the
arid
style
of
most legal writing.
The
Table
of
Contents
and
Index
are
well laid
out
and
comprehensive.
The
author
has
n.ever.
made
~he
claim.
that
this
volume
was written
to.
~over
all possible
situations,
neither
can
It be regarded as a detailed expositron
of
the
law in
any
particular
territory.
If
used correctly, as a
work
of reference
and
explanation
to be
read
in conjunction with the substantive law it is a
most
valuable
addition
to
the
bookshelf
of
the
Colonial
Police
Offi~er.
