Approval of the 20th supplemental agreement to the track access
contract between Network Rail Infrastructure Limited (Network Rail) and
Trenitalia c2c Limited (trading as c2c) dated 3 March 2017
We have today approved the above supplemental agreement submitted to us formally on
16 April 2024 under section 22 of the Railways Act 1993 (the Act). This follows an earlier
informal submission of a draft agreement for our consideration. This letter explains the
reasons for our decision.
Purpose
The purpose of this agreement is to grant c2c the rights necessary to operate its June
2024 timetable bid. This involves the revision of the Peak morning timetable, with the
addition of two services in the Laindon service group. The off-peak services will also be
increased to provide 4 trains per hour, from the 2 trains per hour that ran during the
December 2023 timetable. The rights are to commence on the Subsidiary Change Date in
June 2024 and will expire on the Expiry Date or earlier termination of c2c’s track access
contract.
Industry consultation
Network Rail undertook the usual industry consultation. No queries or concerns were
raised.
