build quality and
reflection into our
MPA-programmes?

Abstract
Continuing adulteducation requires continuouseducation of the educators themselves- a
highly self-referential issue.This article focuseson educating a group of ‘urban educators’ in
the western part of the Netherlands who have been involved in broad urban educational
programmes: school, parental education and participation, living environment, vocational
preparationand the like. These contexts refer to pluraland mutually connected ambitions:
the necessityfor more researchin the broad fieldof urban renewal and itsmanifold domains;
more focuson supportingthe professionalisationof mid-career students engagedin Master
of Public Administration (MPA)programmes, and in urban education (UrbEd) in particular,
in orderto build research, reflectionand innovation into the course.Universities involvedin
professionaleducation can make a major contribution to meeting thischallenge when they
arrange fruitfulconnections with a Research Centrelike ‘Growing up in the City’.

The Dutch Social and Cultural Planning Office (SCP, a national research institute) has
carried out much re search into neighbourhoods wi th a high degree of socio-econo mic pov-
erty and a highpercentage of mostly very poorethnic residents. In 1995, theSCP concluded
that ‘American circumstances of ghettos’ do not exist in the Netherlands. However, the
