INTRODUCTION
Glasgow
Polytechnic
is
a
Scottish
Central
Institution
in
the
centre
of
Glasgow,
with
a
full
time
student
equivalent
population
of
around
five
thousand
students.
It
provides
higher
education
across
a
variety
of
disciplines
-
engineering,
ophthalmic
optics,
business
administration,
banking
and
insurance,
social
sciences,
biological
sciences
etc,
and
since
1991
has
been
structured
on
a
two-faculty
model.
The
Department
of
Law
and
Public
Administration
is
part
of
the
Faculty
of
Business,
Management
and
Social
Sciences.
The
combination
of
law
and
public
administration
is
a
long-standing
one,
dating
back
to
the
earliest
days
of
the
institution.
The
reasons
for
this
grouping
(not
unusual
in
itself)
are
mainly
historical,
but
it
is
felt
to
be
appropriate
and
highly
workable
by
the
staff
concerned,
and
has
never
seriously
been
challenged.
The
department
is
headed
by
a
public
administrator.
There
is
a
Reader
in
Law
and
a
Reader
in
Public
Sector
Management.
The
lawyers
number
eleven
and
there
are
seven
public
administrators.
The
department
provides
the
administration
and
most
of
the
teaching
on
a
Degree
and
Honours
Degree
in
Public
Administration.
The
lawyers
mainly
act
as
a
'servicing'
division
providing
support
for
the
aforementioned
degrees
and
other
degrees
and
diploma
courses
within
and
outside
the
faculty
in
which
they
are
located.
Whilst
the
Division
of
Public
Administration
takes
responsibility
for
the
BA
in
Public
Administration
and
Management
(Honours);
postgraduate
Diploma
in
Public
Administration
and
Management
(developing
countries);
the
part-time
Diploma
in
Public
Administration
(DPA),
the
Law
Division
has
responsibility
for
the
Scottish
Higher
National
Diploma
in
Legal
Studies
(SHND).
This
paper
attempts
to
provide
an
overview
by
means
of
looking
at
some
of
the
teaching
and
learning
strategies
within
courses
which
the
department
administers.
Observations
will
also
be
made
about
innovative
efforts
being
undertaken
in
the
teaching
and
learning
of
law
related
topics
offered
by
the
Law
Division
on
'serviced'
courses
throughout
the
Polytechnic.

The
authors,
Lecturer
in
Law
and
Reader
in
Public
Sector
Management
respectively,
wish
to
thank
the
Dean
of
the
Faculty
of
Business,
Management
and
Social
Sciences
and
the
Head
of
the
Department
of
Law
and
Public
Administration
for
their
useful
suggestions.
