TEACHING PUBLIC ADMINISTRATION IN BANGLADESH
Introduction
Professor MOHAMMAD MOHABBAT KHAN
Bangladesh Public Service Commission
The growth
of
Public Administration (PA) as an academic discipline within
universities in Bangladesh has been slow and rather difficult. The history
of
public administration, from the days
of
British rule to the present,
is
replete with
examples
of
failed initiatives. There are two principal reasons for this. First,
public administration was equated with bureaucracy and was therefore assumed
to fall within the domain
of
the civil service. It could be learned either in post or
by attendance at training academies, or both. Secondly, there was a well known
hostility by political scientists to public administration. Political scientists still
believe that public administration
is
a sub-specialisation within the broader
discipline
of
politics and, therefore, there
is
no justification for its separation
from the mother discipline.
The situation changed marginally with the creation
of
Pakistan
as
a sovereign
country in August 1947. In early 1960 a Department
of
Administrative Science
was created at Punjab University in West Pakistan with financial assistance
from USAID and academic assistance from the School
of
Public Administration
at the University
of
Southern California (Ahmed, 1969). But another attempt to
start a Department
of
Public Administration in the University
of
Dhaka failed
(Anisuzzaman, 1991) due to resistance from top civil servants. Up until 1968
public administration had a marginal position in universities in the then East
Pakistan (now Bangladesh). A
few
public administration courses continued to
be offered in a somewhat perfunctory manner in Political Science Departments
in universities. However, the situation changed in 1968 when the University
of
Dhaka . introduced a one year Master
of
Arts programme in Public
Administration within the Political Science Department. This was made
possible
by
the sustained efforts
of
some teachers who had been trained abroad.
The syllabus contained four well-designed
coursd
and arrangements for
tutorial classes as well as viva voce examinations.
The titles
of
the courses were: Introduction to Public Administration, Problems
of
Government, Public
Personnel Administration and Management and Comparative Public Administration
