Abstract
Much of intra- Asian labour mig ration is regulated on the
basis of governing tools t hat aim at managing cross- border
movement of workers on a strictly temporary, e mployer-
tied basis. The key elements involved in the operation-
alization of st rictly temp orary mi gration are recruitment,
remittances and return; these thr ee ‘Rs’ are al so cen-
tral to global polic y discussions aroun d the migration-
development nex us. The core premise of this paper is that
this strict fram ework results in a particular form of migrant
precarity which in turn shapes migrant transn ational-
ity, leaving migrants with severely circums cribed labour
agency. This leads to the a rgument that tempor ary migra-
tion para digm as practiced in much of Asia constitutes i n-
voluntary transn ationalism. The paper ends by arguing that
based on proactive migrant righ ts activism, the involuntary
character of t ransnationalism is being chall enged by bring-
ing a different set of ‘Rs’ into th e discussion derive d from
global social policy and global just ice perspectives: regula-
tion, redistrib ution and rights.
