Abstract
Purpose –The purpose of this paper is to research for possible interconnection of the Greek terrorist
organization“November 17”with the international terroristIlich Ramirez Sanchez or “Carlos the Jackal.”
Design/methodology/approach –In this research are discussed documents, visits by Carlos and his
team to Greece, operational supportthrough training and supply of weapons to “ELA”and “November 17,”
attacks on foreign service targets in Greek territory, reports of close people working with Greek terrorist
organizations,terrorist proclamations and interrogationof Carlos.
Findings –Available dataindicate their cooperation and their terrorist murderousactivity in Greece, which
of course needs deeper investigation. “Carlosthe Jackal”acted and cooperated in Greece with the two major
terroristorganizations, “ELA”and “November 17,”causingmaterial damages and murders.
Practical implications –The research is useful for government authorities,law authorities and offices
and the democraticsociety as a whole.
Originality/value –To the best of the author’s knowledge, this is the first study examining the specific
topic.

1. “Revolutionary organization November 17”in Greece
Terrorism is one of the byproducts of the paranoid thinking of a certain class of “people”
who act either under the state of a false revolutionary illusion or under the influence of
despair of a misguidedpower (Grivas, 2001).
Terrorism has always been a concern for Europe, so it was also included in the third
pillar area created by the Maastricht Treaty in 1992 as a matter of internal security
(Vassilopoulou-Athanassopoulou, 2017).
In Greece, “Revolutionary Organization November 17,”or 17 N, was a terrorist
organization that has acted for decades with a multitude of murders and had some key
features such as:
The manner of acting showed that they consisted of professional assassins using
modern training methods.
Technical means showed that 17N had tools/means that no spontaneously
constituted terrorist group could have.
The method showed that was attached to homicide.
Its terrorist proclamations showed that were carefully composed of fragments of
various published political analyzes covering the whole political spectrum.
