The 2001 AES Awards
The 2001 AES Awards for excellence
were presented at a formal session
within the conference program. The
standard of the nominations was very
high and the competition was intense.
Most nominees met the evaluation
criteria and there was a wide coverage
of many contemporary issues facing
evaluators in Australasia – from
Aboriginal issues, through to agriculture,
crime prevention, industrial relations,
disability services, local management in
schools and health service reform.
Dr Rick Cummings, Murdoch University and
Kath Stephenson of Estill and Associates for
their ‘Evaluation Study of the Local
Management of Schools Pilot Study’.
This study has implications for schools throughout
Australia. The devolution of functions which were
once centralised to individual schools has
significantly widened the role of school principals,
school boards and P C. The study examined
whether these local management initiatives were
achieving the desired outcomes for schools, the
community and in principle for systematic change.
The final report is well structured, well written,
simply presented, self-contained and informative.
It exemplifies the role of the evaluator as change
agent and the importance of evolutionary
methodologies in circumstances where the client
searching for meaning and the projects being
evaluated are embryonic. The discussion is
refreshingly honest; the methodology is focussed
and concise. It makes a valuable contribution to
our understanding of a major trend in the
reorganisation of service delivery in the public
sector; it avoids the mystification of evaluation and
is an excellent example of applied research.
