Abstract
In 2015, as the “refugee cr isis” unfolded, the European
Union negotiated deals respectively with Turkey and many
African count ries to stem the infl ux of asylum seekers. But
little comparativel y has been said about its Afr ican deal, the
Joint Vallet ta Action Pla n (JVAP) and its impact. Using mi-
gration policy theori es, this article shows that the African
deal, embodied in the concept of “share d respo nsibility,”
amounts to a special kind of interes t, complex interdepend-
ence. Specifically, while parties held onto their interest s
(territorial integri ty for the Europeans and economic devel-
opment for the Africans), there was a new sense, especially
on the part of th e Europe ans, tha t both par ties ne eded ea ch
other's he lp (cooperation) to advance these interests. As a
result, concr ete measures such as the EU Emergency Trust
Fund were formulated. Looking at their “effects,” these
measures have been positi ve in most policy domains.
