The Welsh Ministers, being the traffic authority for the A483 Swansea to Manchester Trunk Road, are satisfied that traffic on a specified length of the trunk road should be prohibited because of works proposed on or near the road.

The Welsh Ministers, therefore, in exercise of the powers conferred upon them by section 14(1) and (4) of the Road Traffic Regulation Act 1984( 1), make this Order.

Title, Interpretation and Commencement

1. This Order comes into force on 9 October 2017 and its title is The A483 Trunk Road (Layby, North of Abermule, Powys) (Temporary Prohibition of Vehicles and Cyclists) Order 2017.

2. In this Order:

“exempted vehicle”(“cerbyd esempt”) means any vehicle being used by the emergency services or in connection with the works giving rise to this Order;

“the trunk road”(“y gefnffordd”) means the southbound carriageway layby on the A483 Trunk Road, near Glan Hafren Bridge, one mile north of Abermule in the County of Powys;

“works period”(“cyfnod y gwaith”) means the period commencing at 08:00 hours on the 9 October 2017 and ending when the temporary traffic signs are permanently removed.

Prohibition

3. No person shall, during the works period, drive or cause or permit any vehicle, other than an exempted vehicle, to proceed in the length of the trunk road.

4. No person shall, during the works period, ride or cause any pedal cycle to be ridden in the length of the trunk road.

Application

5. The prohibitions in articles 3 and 4 shall apply only during such times and to such extent as indicated by traffic signs.

Duration of this Order

6. The maximum duration for this Order shall be 18 months.
