The Air Navigation (Restriction of Flying) (Weston Park) Regulations 2017

The Secretary of State has decided that it is necessary in the public interest to restrict flying in the vicinity of Weston Park, Staffordshire by reason of the intended gathering of a large number of persons at the V Festival 2017 which is scheduled to take place there.
The Secretary of State makes the following Regulations in exercise of the powers conferred by article 239 of the Air Navigation Order 2016( 1).
Citation and commencement
1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (Weston Park) Regulations 2017 and come into force on 18th August 2017.
Interpretation
2. In regulation 3(1) the times referred to are Co-ordinated Universal Time( 2).
Restricted airspace
3.—(1) Subject to paragraph (2), between 0600 hours on 18th August and 1500 hours on 21st August 2017, no aircraft is to fly below 3,500 feet above mean sea level within the area bounded by a circle having a radius of 1.5 nautical miles whose centre is at 524110N 0021700W.
(2) Paragraph (1) does not apply to any aircraft—
(a) operated by or on behalf of the National Police Air Service,
(b) operated by or on behalf of the Helicopter Emergency Medical Services, or
(c) flying with the permission of Superintendant Martin Brereton, Chief Inspector Neil Hulme, Chief Inspector Pete Owen, Police Constable Wayne Elden or Police Constable Neil Devesey.

EXPLANATORY NOTE
(This note is not part of the Regulations)
These Regulations impose restrictions on flying in airspace in the vicinity of Weston Park, Staffordshire, by reason of the V Festival 2017 that is scheduled to take place there from 18th to 21st August 2017, inclusive. A large gathering of people will attend this event on each day and therefore the Civil Aviation Authority and the Department for Transport agree that flying should be restricted in the vicinity of the festival for reasons of public safety.
In relation to regulation 3, the term ‘aircraft’ includes aircraft as classified by Part 1 of Schedule 4 to the Air Navigation Order 2016.
