1. - HISTORY.
The
first
central
organ
for
statistícs
that
Japan
ever
had
was
the
Seihyo-ka 01'
the
Section of Administrative Tables, whích
was created in the Sei-in 01'
the
Central
Board
of
the
early
Meijigovernment,
in 1868.
In
the lapse of more
than
a half-
century
since,
this
organ
and
its
continuation
went
through
many
alterations
in scale,
status,
organization
and
appellation;
but
on
the
whole,
the
changes have been
towardsextension
and
improvement, enabling
it
to cope
with
the ever-progressing
times;
and
the most recent development is the present
Bureau
of
Statlstica
of the Cahinet,
n. - ORGANIZATION.
A. -
POSITION
AND
FUNCTIONS.
The
Bureau
is, by the prescription of
Imperial
Ordinance
No. 307 (1924),
attached
to the Cabinet;
its
functíons involving
the following actívitíes:
1. - Unification
and
coordination of
atatisties
obtained by
the
several
departments
of
administration;
2. - General management of
affairs
relating
to
international
statistics;
3. - Collection of
atatístícs
relatíng
to the fundamental ele-
ments of
the
national
resources, such as popnlation, labour, etc.
not
included in the
admínistratíve
statistics
of
any
particular
department;
4. -
Issuing
and
exchanging of
statistícal
publications;
5. -
Training
of
statístícíans
and convening
and
conducting
conferences of
statisticians
representing varieus governmental
establishments;

6. - Tabulation of
statistics
in behalf of
other
governmental
authorities.
B. -
8ECTIONS

The
Bureau
contaíns síx sections: General Affairs, General
Investígatíons, Population, Labour,
and
First
and
8eeond Bec-
tíons of Tabulation. They divide
the
business of the
Bureau
on
the
