INTRODUCTION
Migration is a majo r challenge and a key priorit y for Europe. The impact of th e so- called ‘2015 migration/refugee
crisis’— which in substance was a political and solidarity crisis- was considerable on the EU. Basic EU principles,
such as solidari ty, were heavily questioned, wi th lack of trust among the EU Memb er States increasing; core EU
achievements such as the Schengen border- free area, were challenged; extreme far- right and anti- EU discourse
was reinforced and a d hoc intergovernmental solutions were often preferred over sustainable community ones
(Adberrahim, 2019a; ECFR, 2018; Fine, 2019; Rizcallah, 2019). As a result, the external dimension of the EU’s

Abstract
Migration is a major chall enge and a key priority for Europe.
The EU's Partnership Framework approach launched in
2016 signalled an altogether new era both for the EU’s in-
ternal policy- making process and its cooperatio n with third
countries in the fie ld of migration. On the basis of an analy-
sis of the key elements of the Partnership Framework ap-
proach and in the light of t he overall institutional and p olicy
dynamics, a series of positive and negative lessons can be
drawn as to the opportunities it offers and the challenges
that its implementation has been faced with until now.
Given the indisputable importance of the North Africa re-
gion for the EU, an in- depth analysis, including a possible
way forwa rd, of the EU’s relations with th e North Afric an
countries is provided under the lens of the opportunities
and challenges that t he EU’s migration policy choices could
offer and be faced w ith.
