Most discussions of the 2024
election focus on two
things – the gains made by
Labour, and the collapse of
the Conservative vote. Less remarked on
is the fact that Labour’s celebrations were
punctured by shock results in several of
England’s most diverse (and some of Labour’s
safest) constituencies.
One reason these results were so surprising
was that Labour has historically dominated
the ethnic minority vote. But our new report,
produced with Focaldata, warns that Labour
should no longer take this support as a given,
particularly as the voting behaviour of this
group becomes increasingly fragmented. Nor
should those who study voting behaviour
assume that at future elections, non-white
voters will act in line with trends that we see
among the wider electorate.
Labour has long been seen as the ‘natural’ political home for non-
white voters in Britain. But, as Sophie Stowers reports, the political
choices of ethnic minority voters are becoming increasingly diverse.
Labour and ethnic minority voters
Labour has traditionally won a majority of
non-white votes. The relationship dates to the
1960s. The arrival of the Windrush generation
between 1948 and 1971 sparked a period of
discrimination and hostility toward ethnic
minorities, perhaps best embodied by Enoch
Powell’s infamous ‘rivers of blood’ speech in
1968. By the 1960s, race and migration were
signicant issues on the political agenda.
Then Labour leader Harold Wilson was
supportive of civil rights movements and
in his rst period as Prime Minister (1964
to 1970) introduced the Race Relations Act
1965, as well as creating the Race Relations
