The Welsh Ministers, in exercise of the powers conferred by section 181 of the Commonhold and Leasehold Reform Act 20021on the National Assembly for Wales and now vested in them2, make the following Order:

1.—(1) The title of this Order is the Commonhold and Leasehold Reform Act 2002 (Commencement No.4) (Wales) Order 2007.

(2) This order applies in relation to Wales.

2. Section 153 of the Commonhold and Leasehold Reform Act 2002 comes into force on 30 November 2007 to the extent it is not already in force.

This Order brings into force section 153 of the Commonhold and Leasehold Reform Act 2002 (“the Act”) in relation to Wales.

Section 153 of the Act inserts section 21B into the Landlord and Tenant Act 1985, which requires that a demand for service charges must be accompanied by a summary of the rights and obligations of the tenant.

(2) The powers conferred by section 181 of the Commonhold and Leasehold Reform Act 2002 (c. 15) are exercisable by the appropriate authority. “Appropriate authority” is defined in section 181(4) of that Act and means, in relation to any provision of Part 2 of that Act, the National Assembly for Wales as respects Wales. That power is now vested in the Welsh Ministers by virtue of section 162 of, and paragraph 30 of Schedule 11 to, the Government of Wales Act 2006 (c. 32).
