THE
INTERNATIONAL
NETWORK
ON
JUVENILE
JUSTICE
The
International
Network
on
Juvenile
Justice
was
launched
in
January
1997,
bringing together
NGOs,
academic
institutions
and
experts
experienced
in
the
administration of juvenile justice,
legal
defence
of
minors,
training, monitoring,
standard setting, research,
prevention,
community
alternatives
to
prison, closed
institutions
and
youth
wings
of
prisons.
The
Network
ensures
that
this
experience
is
made
available
to
countries
in
need.
This
is
particularly important since
the
UN
Committee
on
the
Rights
of
the
Child
recommended
that
one-third of the
countries presenting their initial
States
Parties
reports
could
benefit
from
techni-
cal assistance
to
draft
new
legislation
on
children
in
conflict
with
the
law
and
the
establishment of special juvenile justice
systems.
The
Network
responds, there-
fore
to
an
urgent
need
for
expert
advice
and
offers
a
number
of services: a
database
on
available expertise
and
where
it
can
be
reached;
a personal
advisory
service providing information
on
which
Network
partners could best address
specific issues; assistance
through
the
UN
Coordination
Panel
on
Technical
Assistance of
which
the
network
is
a
member;
and
finally,
monitoring services
to
provide information
on
juvenile justice
systems
throughout
the
world.
Although
the
network
is
a
DCI
program,
it
is
a
networking
activity
and
DCI's
aim
is
to
involve
as
many
organizations
as
possible,
also
in
planning
activities of
the
network.
The
International
Network
on
Juvenile Justice currently
numbers
over
80
partners throughout
the
world.
Membership
of
the
DCI's International Network
on
Juvenile Justice
is
open
to
all
interested non-governmental organizations,
academic
institutions
and
individual
experts
working
in
the
field
of juvenile
justice.
Juvenile Justice
Worldwide,
the
newsletter of
the
network,
has
been
created
to
promote
and
extend
the
work
of
the
network.
We
therefore
welcome
and
encour-
age
the
submission
of articles
about
projects,
voices
from
the
field,
examples of
good
practices, examples of
violations
of
the
rights
of juveniles
etc.

in
