Introduction
The NBBI Project Bureau for Information
Management was originally founded in 1987
by the Dutch Government. The mission of
NBBI was to help build an optimally func-
tional information infrastructure in The
Netherlands. In addition, NBBI conducts
commercially-oriented research and consul-
tancy in the field of information services,
focusing on the production, conveyance and
use of information. NBBI’s activities vary
from market research into the demand for a
particular CD-ROM, to the qualitative and
economic analysis of databases and the orga-
nization of workshops; from the complete
management of complex projects, such as the
instigation of a nationwide exports informa-
tion system, to the introduction of optical
information technology in education. NBBI
also develops models for developing quality of
service and implements strategic studies into
the future of information services.
The bureau handles around 40 projects
annually, varying in budget from a few tens of
thousands of Dutch guilders up to several
millions. One of NBBI’s major regular clients
is the Dutch Government. Other clients
include the European Commission and
Dutch industrial organizations. NBBI under-
takes projects in various sectors of society, but
most of the projects are concerned with the
provision of information for science and
industry.
Package of services
NBBI carries out projects on behalf of others
as well as on their own account. NBBI:
prepares projects, from conception to
implementation;
conducts market research and feasibility
studies;
negotiates to bring different parties togeth-
er and stimulate co-operation between
them;
arranges the financing of projects and
advises on requests for subsidies;
offers advice on information supply and
services, at both qualitative and financial-
economic levels;
channels targeted information towards the
parties interested;
organizes congresses and workshops.
An example of an assignment which NBBI
has conducted for others is the worldwide
market research for the OECD into the

Anouk H.C. Kramp is the Manager of the NBBI Project
Bureau for Information Management in The Hague, The
Netherlands.
Abstract
Gives a description of the work of the NBBI Project Bureau
for Information Management, located in The Hague. This
Dutch bureau was originally founded in 1987 by the Dutch
Government. The mission of NBBI is to help build an
optimally functioning information infrastructure in The
Netherlands. NBBI also conducts commercially-oriented
research and consultancy in the field of information
services, specializing in the production, conveyance and
use of information. Describes tasks that NBBI routinely
executes for the European Commission, its expertise in
market positioning, and NBBI staffing. Some project
results are presented. For example, the disclosure of
previously hard-to-access audio-visual material and the
development of a model for library management. Ends
with NBBI’s plans for the future. NBBI will further focus on
information research and information consultancy. Beside
the possibilities of information technology, NBBI sees
many chances for improvement of management, perfor-
mance measurement and quality assurance in the informa-
tion sector.
