THE first Commissioner appointed under the City of
London Police Act, 1839, was Daniel Whittle Harvey,
Esq., who was a Solicitor and had previously been a Member
of Parliament.
Mr. Harvey died in
office
in 1863, and was succeeded by
Colonel Sir James Fraser, K.C.B., who had been Chief
Constable of Berkshire, the police force of which county he
raised and organised.
Sir James Fraser retired in 1890, and was succeeded by
Lt.-Colonel Sir Henry Smith, K.C.B., who had been appointed
to the force on 30th January 1885, as Chief Superintendent,
then the rank next in authority to the Commissioner. Sir
Henry was originally articled as a Chartered Accountant, and
prior to his appointment in the City Police he was serving in
the
Suffolk.
Artillery Militia.
Sir Henry Smith retired in December 1901, and Sir
William Nott-Bower, K.C.V.O., was elected in his stead in
March 1902.
Sir William Nott-Bower, before coming to the City of
London was Chief Constable of Liverpool, previous to which
he was Chief Constable of Leeds, and prior to that had served
in the Royal Irish Constabulary. He retired from the
office
of Commissioner in September 1925, after having completed
no less than fifty-two years police service.
In
1890 a variation was made in the higher ranks, and the

of Assistant Commissioner was then established and was
first held by Major F. Wodehouse (now Sir Frederick Wode-
house, K.C.B., K.C.V.O.), who had succeeded Sir Henry
Smith as Chief Superintendent.
In
1902
Sir Frederick Wodehouse was appointed as
Assistant Commissioner in the Metropolitan Police and was
succeeded in the City by Captain Donald Bremner, C.B.E.,
who retired owing to ill-health in June 1925.
As already indicated, the force taken over by the first
Commissioner on the passing of the Act of
1839
numbered 501.
In
1841
the number was increased to 543, the ranks and
pay
being:
ISuperintendent at £400 per annum.
13 Inspectors at £2

6d. per week.
12 Station Sergeants at £1 5s. 6d. " "
47 Sergeants at £1
4S.

1st Class at £1

This force was allocated to the six divisions previously
existing, and a Reserve Company of selected constables, under
an inspector, was formed at the Chief Office for special or
emergency duties, but that company was dispensed with many
years ago.
Each division was in charge of two inspectors assisted by
two station sergeants, one of each
rank.
performing their duty
in tours of twenty-four hours alternately, and this system
continued until
1890
when the daily period of eight hours duty
was adopted for station officers as it had been for sergeants and
constables.
Changing conditions-traffic, population, grant of leave,
etc., necessitated augmentations of the force from time to
time, and the present authorized strength is 1161, viz. :
