The Responses of Populism to Dahl’s Democratic Dilemmas

In this article, Cristóbal Rovira Kaltwasser explores two key ideas. Firstly, that populism is
not necessarily anti-democratic; and secondly, that we should answer the question of the
impact of populism on democracy empirically. While populism is widely regarded as a
democratic deformation, Rovira Kaltwasser argues that it points to some real pathologies
and absences in the practice of liberal democracy. Working with ideas drawn from Robert
Dahl, he shows that populism is a more complex and challenging phenomenon than is
