The
Speyer
School
of
Administrative
Sciences
is
unique
in
the
German
academic
setting.
Launched
in
1947
in
the
French
zone
of
occupation,
it
was
meant
to
become
a
centre
for
pre-
and
in-service
training
of
higher
level
admin-
istrators
along
the
lines
of
the
French
E.N.A.
Though
one
cannot
deny
that
some
of
these
features
are
still
present,
the
model
could
not
be
followed
entirely
for
two
reasons,
first,
there
is
no
uniform
civil
service
in
Germany -
federalism
means
that
the
LHnder
and
the
munici-
palities
have
a
free
hand
in
recruiting
and
training
their
own
officials.
Secondly,
elite
training
is
somewhat
frowned
upon
in
German
society.
Nevertheless,
the
Speyer
School
is
generally
considered
the
apex
institution
in
the
field
of
training
for
public
administration,
it
enjoys
all
the
prerogatives
of
a German
university,
and
it
is
the
only
university
in
the
country
which
is
administered
by
the
federal
government
and
the
LHnder
governments
jointly
(consti
tutionally
speaking,
education
and
culture
are
the
exclusive
domains
of
the
LHnder).
The
School
has
a
number
of
special
characteristics.
For
example,
it
only
accepts
on
its
training
courses
students
who
already
hold
a
Masters
degree
in
a
relevant
field
of
study.
Consequently,
there
are
no
students
at
the
School
less
than
25
years
of
age
and
they
are
all
well-versed
in
the
art
of
academic
learning.
This
sound
academic
basis
allows
them
to
proceed
at
a
quicker
pace
than
undergraduate
or
graduate
studies
in
conventional
universities.
