Abstract
Purpose There are no existing tools to capture resources needed to support people with intellectual
disabilityin an inpatient setting on an individual patient basis. The purposeof this paper is to describe the
developmentof a new tool called Universal Needs Based Resource Assessment(UNBRA).
Design/methodology/approach Using the Delphi method, focus groups were used to generate
factors determiningresource use. From these, themes wereidentified, a scoring system was created and
the UNBRA tool was developed. Thiswas piloted in two NHS inpatient units and modified following
feedback.
Findings The UNBRA tool holisticallyassesses resource requirements of an individual withintellectual
disabilitysupported in an inpatient setting. It considersten factors grouped into the six themes of staffing,
indirect work, clinical/ multi-disciplinary work, incidents, carer link activity and discharge process.
UNBRA scores allow intra- and interpersonalcomparison as well as comparison between units and can
supportresource allocation and operational decision-making.
Originality/value To the best of the authors’ knowledge, there is no suitableexisting tool to capture
individual resource requirements of patients in intellectual inpatient settings. The development of the
UNBRA toolfills this gap.

Introduction
In the UK, there have been many changes within the provision of services for people with
intellectual disability over the past 50years. Incidents such as Winterbourne View in 2011,
have highlighted that whilst many people with intellectual disability live in community
settings, there remains a significant cohort who continue to reside in hospital settings,
sometimes far away from their families and at increased risk of abuse (Department of
Health, 2012). In response to this,under the Transforming Care initiative introduced by NHS
England (2015a), there was a renewed drive to reducethe need for inpatient intellectual
disability services, deliver as much care as possible in the community and to improve
inpatient care where needed.
A range of Intensive Support Services were established across the country with the aim to
support people in their own homes during a period of crisis and intervene in situations that
