INTRODUCTION
Humanity is facing one of it s most severe and distressing crises with more u ncertainties than ever before in
the histor y of capitalis m. This crisis, envisioned by Joh n Bellamy Foster (2013) as an ep ochal crisis, invo lves
the converg ence of economi c and ecologic al contradict ions to such a degree th at they pose a threat to the
survival of our s ocieties on a planetar y scale . According to David Harvey (2020) ‘…COVID- 19 is nature's
revenge for over forty year s of nat ure's gross and abusive mistreatmen t at th e hands of a vi olent and un-
regulated neoliberal extractiv ism.’ The force of the pa ndemic is expanding at an exponential rate, leading
to a global reces sion that portrays th e features of a clas s, gendered and racial ized pandemic. This spa rked

Abstract
The effort s to build an institutional framewor k for the
governance of migration followed a complex and uncer-
tain route. S ince 2006, these ef forts— which culminated in
the adoptio n of the Global Compact for Safe, Orderly and
Secure Migration in 2018—focused on the relationship be-
tween migration and development in an attempt to avoid
the negative co nnotations surrounding hu man mobility,
particularl y across the North- South divide. At the heart
of the debates is an attempt to reconcile two irreconcil-
able positions: a human- rights centred app roach and the
securitization question which reaffirms t he right of s tates
to criminalize migrants under the façade of th e right of
states to control “ille gal” migration. The aim of this pape r
is to delve into these issues by upse tting the migration and
development hegemonic narrative from an alternative per-
spective rooted in the critical Latin American development
school of thought.
