VICE PRESIDENT’S MESSAGE
In line with her role as President, Penny will be very
ably representing the AES at several activities while
overseas, as she has done over the past 18 months.
One of the key activities which has taken Penny
overseas recently is the Inaugural Assembly of the
International Organisation of Cooperation in
Evaluation (IOCE), held in Lima Peru 28–30 March.
The IOCE, which aims to promote cooperation
between national and regional evaluation societies,
associations or networks, was formally launched in
Lima by representatives from 37 evaluation
‘groupings’ from Latin America, Africa, Australasia,
North America, Asia, Europe and the ex-Soviet
Union. The Assembly identified priority activities,
discussed and approved in principle the proposed
constitution and elected an interim Board of Trustees
to take the IOCE forward during its initial period. In
addition, an Executive of Board members was
elected for the interim period of the IOCE (18–24
months) comprising President, Elliot Stern (Europe);
Vice Presidents, Zenda Ofir (Africa), Marco Segone
(Latin America); Treasurer, Nancy Porteous (North
America) and Secretary, Penny Hawkins
(Australasia). Good luck to the IOCE Executive in
what will be a challenging undertaking.
One of the most interesting matters that the Society
has addressed this year is the idea of creating a new
category of membership, Fellow of the AES, to
recognise those esteemed members who have made a
sustained and exemplary contribution to the Society
and its aims. This initiative supports Objective 4 of
the AES Business Plan which is: improve the
professionalism in the practice of evaluation and
have it more widely accepted by organisations,
practitioners and societies. The hope is that the
Fellows will help the Society achieve this. After
considerable consultation, including a public
discussion paper, and discussion at several
meetings of the Board and Executive, the category
of Fellow was approved at the April meeting of
the Board. A process has been put in place to
select the founding Fellows and all AES members
received a nomination form. The Executive has
provided a shortlist of names to the Board for
endorsement. The induction of the first Fellows
will take place at the Awards Ceremony at the
annual conference in Auckland in September.
One of the most pleasant and stimulating
activities which members can enjoy (and at
reduced rates) are the professional development
workshops offered by regional committees. Over
the past 18 months the Society has sponsored 11
workshops in the New Zealand and Australia
(Northern Territory, Queensland, New South
Wales, South Australia, Western Australia). The
workshops have been conducted on a range of
topics by well-respected evaluators from
Australasia and overseas. These activities have
attracted 71 members and 147 non-members. The
workshops are a wonderful opportunity for
members to develop their professional capabilities
and the Society plans to continue to encourage
and underwrite workshops run by regional
committees. If you would like to have a workshop
on a specific topic or by a particular presenter,
please contact your regional coordinator (listed on
page 63 or on the AES website). Special thanks to
the Chair of the Professional Development and
Training Committee, Brian English, for
coordinating the very successful workshops
program.
In a variation from past practice,
this issue of the Journal contains
a message from the Vice
President rather than the
President of the AES. This is due
to the President, Penny Hawkins,
being overseas while this issue
was being produced.
