INTRODUCTION
The Euro pean Union's need for m igration coope ration with Africa bec ame notable in 2005, with the erogation
of a Strategy for Africa by the European Council. D’Humieres (2018) tra ces EU– Africa par tnerships f rom 2005
onwards with t he EU– Africa Partner ship for Migration a nd Employment in 20 07, and the sig ning of mobility par t-
nerships and agre ements from 2008 to 2014. Initiatives in cluding the Rabat and Kharto um processes brought the
EU– Africa cooperation on migration to a regional level. Fanned by the war in Syria, conflict in Libya and other parts
of the Middl e East and Afric a, the perceptio n of the rise of i rregular migration and a refugee cri sis has increased
in Europe since 2015.1
Stemming irregular migr ation and returning undocumented migrants became key political and policy priori-
ties of t he EU. With migr ation issues be coming a centrepi ece in EU– Africa rel ations, there wa s a need to create

Abstract
What is the current situation of migrat ion partnerships
and governance and how has it evolved? The perceived
rise in migrato ry movement of African migrants towards
Europe crea ted legal and policy chain reactions in Europe
focused on ste mming irregul ar migration. These changes
include the est ablishment and externalisatio n of an EU- led
migration governance in Africa and increased EU– African
political engagement through migration dialogue and part-
nerships. This study investigates th e state of play of EU–
Africa migration partner ships to unpack lesson s lear ned
on transnational migration governance, using Nigeria as an
example (The data that support the findings of this stud y
are available on request from the corresponding author.
