Wehave today approvedthe abovesupplemental agreementsubmittedtous formally on
2May 2025under section22oftheRailways Act1993 (theAct).This follows an earlier
informal submissionofadraftagreementfor ourconsideration.This letter explains the
reasons forourdecision.Italsoexplains ORR’s position ontheconcurrentapplicationthat
WMThas submittedin accordancewith section 22Aofthe Act.

December 2024,May 2025andDecember 2025 timetablechanges.Inthatletter weasked
industry tocomply with a deadlineof20May 2024for applicationsforadditionalrights (or
amendedrights thatchange capacity parameters) forthese timetable changesthatmet
specific criteria.WMTsubmittedsuchan application on 20 May2024.
In reachingadecisiononthis supported 41stsupplementalagreement,itis importantto
