PERHAPS no public service reflects more clearly than the
police the stage of social development reached in any
country. Advancing civilization with its complex adjustments
and marvellous mechanical inventions, eliminating space and
speeding-up life in every direction, carries with it dangers
undreamed of by our grandparents, and gives many oppor-
tunities for the abuse of powers and liberties conferred on the
community, and has added many new duties to the work of the
police.
The
public expect the police force to prevent crime,
to protect their persons and property, and to maintain public
order;
and in the performance of all these duties the police-
woman has a contribution to make.
In
most countries ' persons ' in the eyes of the legislature,
now include both men and
women;
and to quote from the
Experts' Report on the Traffic in Women and Children,
presented to the League of Nations in February 1927:
'This
improvement in the status of women has brought with it a
growing interest in social problems which is reflected in the
improvement of social conditions. An illustration of this
development may be found in the demand for the inclusion of
women in the police forces, an innovation which has been well
reported on in some countries.'
Three
years earlier, in 1924,
the Bridgeman Committee on the Employment of Policewomen
in Great Britain recorded their conviction that ' the efficiency
of the police force has been improved by the employment of
policewomen,' and the later recognition of this fact by an
international body, such as the League of Nations, is interesting
as showing the growing acceptance throughout the world of
the principle underlying the movement for women police,
