CONSENT TO SUPPLEMENT THE CP6 TRACK USAGE PRICE LIST: FRAA and FRAB
Wagons
The Office of Rail and Road has issued a Notice of Consent to Supplement the
Track Usage Price List, as submitted to us by Freightliner Group Limited and
Network Rail Infrastructure Limited on 28 March 2023 under Schedule 7 of the track
access contract between the parties. This letter sets out the reasons for our
decision.
Purpose of the change
The purpose of the Supplement is to amend the Variable Usage Charge (VUC)
rates section of the Track Usage Price List, for the purpose of the track access
contract, to include new rates for FRAA and FRAB wagon types carrying
Domestic Intermodal.
ORR review
The CP6 VUC rates have been agreed between the parties using data from various
appropriate sources and calculated using the CP6 VUC calculator developed by
Network Rail in 2017/18 prices. ORR have accepted the wagon characteristics at
face value and it is the parties’ responsibility to assure themselves that they are
correct in all aspects.
These amendments shall have retrospective effect from either the first date
these vehicles were used on the network or 1 April 2019, whichever date is
later.
