Conference Themes
The 2009 PAC Annual Conference will explore the competing narratives of public service
reform and welcomes papers and panels on all aspects of public service organization,
delivery and management. The key themes of politics, devolution and service improve-
ment are likely to feature prominently. This year also marks 10 years of devolution in the
UK and we particularly welcome papers on this topic. The location of the conference in
Wales, close to Cardiff, adds significantly to the quality of the conference programme with
a speech from the First Minister and a visit to the National Assembly.

The title of the conference, ‘Competing Narratives of Public Service Reform’ is
intended to promote reflection and thinking around the delivery of public services. In this
possible UK election year, and in a year in which recession has hit, there are key local,
national and global issues around the reform of public services with new governments, new
ideas and new agendas. In Britain, the changes put in place by New Labour agenda since
1997 will be fully explored in terms of what differences there are for citizens and those
receiving services....
