interest

Canadians
who
might
be
grateful
that
the
international
aspects
of
the
Quebec
issue
do
not
involve
the
neigh-
bouring
United
States. Historically,
Sri
Lanka's
leaders sought
to
neu-
tralize
their
disparity
with
India
by
fostering
close
ties
with
China,
the
Commonwealth,
and
the
non-aligned
movement.
Yet
incredibly they
turned
down
membership
in
the
Association
of
South-East
Asian
Nations.
The
Sinhalese
persecution
of
minority
Tamils
enabled
India
to
see
the problem
as
a
south
Asian
regional
matter
requiring
inter-
vention
by
New
Delhi. Unlike
his
predecessors,
Jayewardene
was
an
'Indophile'
(p
37)
eager
to
have
New
Delhi's
help
in
solving
Sri
Lanka's
ethnic problems.
De
Silva's
account
has
many
lessons
for
students
of
ethnicity
as
well
as
of international
relations.

This volume
is
the
latest
study
on
peacekeeping
issues
to
emerge
from
Australia,
whose
academic mini-industry
in
peacekeeping
studies
must
now
rival
that of
Canada.
Although
the
editors are
based in
Australia,
the
articles
are drawn
from
authors
around
the
world.
For
those
con-
versant
with
peacekeeping
literature
there
are
some
new
names
amongst the
familiar
ones.
The book
follows
a
popular
two-track
format
which
covers
case
studies
on the
one
hand
and
broader
issues
on
the
other.
As
the
tide implies,
the
focus
is
post-Cold
War.
The
United
Nations
operations
used
as
case
studies
include
oper-
ations in
the
Middle
East,
Cyprus,
the
former
Yugoslavia,
Somalia,
Cam-
bodia,
Central
America,
and
Africa
(where
the
primary
focus
is
on
Angola
and
Rwanda).
Each
study
follows
a
similar
format,
outlining
the
background
to
the
operation
and
the
strategy
pursued
by
the
