IINTRODUCTION
The Committee on Economic, Social and CulturalRights (Committee) was
set up in its present form in 19871to oversee and assist implementation of
the International Covenant on Economic, Social and Cultural Rights
(ICESCR), to which there are currently 97 States parties.
The
ICESCR sets
out
acomprehensive list of rights, including the rights to work with fair
conditions, to social security, to education, to food, to housing and to
clothing.
The
fifth session of the Committee took place in Geneva from the 26th
November - 14th December 1990. At this session it examined the
performances of Costa Rica, the Dominican Republic, Ecuador, Iran,
Jordan and Luxembourg in respecting the economic, social and cultural
rights containedin the ICESCR. The Committee adopted the guidelinesfor
preparation of State reports, and also adopted a general comment on the
scope and nature of States obligations under the ICESCR (Article 2(1)).
The
Committee also continued discussingthe possibility of drafting an
optional protocol to the ICESCR, and on how to examine additional
informationsubmitted by States subsequentto examination of their reports,
but did not come to any decisions on these.

Nottingham, UK. Caroline Dommen works for 3D, consultants who provide information,
and research and lobbying facilities on international issues such as the environment,
human rights, development and disarmament
