UN SUB-COMMISSION

The United Nations Sub-Commission held its 43rd session from 5 to 30August
1991, at the Palais des Nations in Geneva under the chairmanship of the French
expert Louis Joinet, Next to the 26 members of the Sub-Commission, 90
governmental delegations and 110 NGOs participated in the work.
The Sub-Commission's role is twofold. Its study work constitutes the bases
for the drafting of international declarations and conventions. The Sub-
Commission also has the mandate to draw the Commission's attention to new
problems and to gross cases of human rights violations. The Sub-Commission
therefore is a think-tank of the United Nations and it acts as a catalyst for
several neglected or forgotten issues.

Though the purpose
of
the present communication is not to summarize the
debate of the Sub-Commission on situations of human rights abuses, let us
mention thatduring this session the Sub-Commission adopted resolutions on the
following situations:
*under its confidentialprocedure: Chad, Burma, Somalia, Sudan (all four are
follow up cases), Bahrain and Syria (pending cases from last year) and Zaire
(new case).
*under its public proceedings: El Salvador, Guatemala, South Africa,
Somalia, Palestine, Kuwait (human rights abuses committed after the
"liberation"), Iran (strong wording), Iraq, Cambodia, Tibet. The Sub-Commis-
sion also unanimously adopted the statement of its Chairman concerning East
Timor. Finally, by a narrow majority, the Sub-Commission decided to
