Valuation of constituent parts - Total valuation -basis of valuation.

The appellants were the Bangor Borough Council. The respondent was the Commissioner of Valuation. The Borough Council appealed against the valuations placed upon the constituent parts of the Council's water undertaking. These valuations represented apportionments of the total sum at which the whole undertaking had been valued by the Commissioner and the question to be decided was whether that total sum was correct, or, if not, what total sum would be correct. It was agreed between the parties that once a total sum had been fixed by the Court the apportionment of it between the several hereditaments could be settled by agreement —subject if necessary to a further consideration by the Court.
