The UK should welcome migration and not be afraid of globalisation, according to the prime minister, Tony Blair. Addressing the Trades Union Congress (TUC) last month, he warned against a new "mindset of fear" connected both with increasing economic competition from China and India and with terrorism, which could lead to further concerns about immigration.

"The answer to economic globalisation is open markets and strong welfare and public-service systems ... which equip people for change," Blair told delegates. "The answer to concern over migration is to welcome its contribution and put a system of rules in place to control it."

He praised the TUC's statement on economic migration, which argues that migrants who are treated fairly and paid a decent wage pose no threat to the livelihoods of those already living and working...
