communities that Goodmark describes as potential hubs of collective accountability and
support. I believe that at the heart of this book there is a quiet yet firm appeal to revisit
and re-embrace values like moral responsibility, citizenship, empathy and humanity. As
such this book would be very good starting point for anyone interested in rethinking how
we could become the change we would like to see in others and make our societies less
punitive and morally just.

In her book, Sabrina Germain takes us on a fascinating journey through the lawmaking
process of seven

healthcare policy reforms that occurred between 1946 and 2012 in the
United States and the United Kingdom. Central to the book is the following question:
During periods of reform, did theories grounded in political philosophy, embodying
ideas of justice, make their way into healthcare law? As noted by Germain, answering
that question allows us to learn crucial lessons about how principles of justice can
perfuse healthcare policy in the future. Indeed, the just allocation of resources is a
pressing issue, as healthcare needs are growing while resources are scarce, putting
increasing pressure on healthcare systems.
