of
this
book,
Dr.
Duncan
L.
Clarke,
is
a
former
CIA
analyst
and
consultant
to
the
House
Foreign
Affairs
Committee
and
there-
fore
writes
against
an
informed
background
and
with
the
advantage
of
wide
contacts.
It
examines
the
US
Arms
Control
and
Disarmament
Agency’s
policy
role
&dquo;within
the
US
government
as
well
as
the
conditions
and
factors
that
bear
upon
the
Agency’s
effectiveness
in
implementing
this
role&dquo;.
Emphasis
is
laid
in
particular
upon
how
the
agency
operates
in
the
real
political
and
not
seldom
officially
hostile
world.
In
fact,
as
the
author
points
out,
the
confirmation
by
the
Senate
of
Paul
Warnke
as
both
ACDA
Director
and
US
SALT
Ambassador
turned
him
into
a
symbol
to
conservatives
of
alleged
US
timidity
and
weakness
in
the
arms
control
field.
But
what
has
to
be
borne
in
mind
is
that
what
it
is
possible
to
achieve
in
the
disarmament
field
through
such
an
agency
as
ACD A
&dquo;is
partly
but
critically
anchored
in
the
attitudes
of
the
American
people
and
their
elected
representatives
about
arms
control,
defence
expenditures,
the
Soviet
Union
and
the
role
of
the
United
States
in
world
affairs&dquo;.
Unfortunately
these
attitudes
tend
to
&dquo;willow
with
every
wind&dquo;
which
must
make
it
exceedingly
difficult
for
those
most
nearly
concerned
to
follow
any
coherent
line
of
policy.
The
book
is
divided
into
four
sections.
Part
I
covers
the
setting
up
of
the
Agency
as
&dquo;the
outcome
of
compromise
and
balancing
of
competing
interests&dquo;.
Part
2
deals
with
the
Executive
Branch
in
all
its
aspects,
Part
3
with
the
interplay
between
Congress
and
the
various
interest
groups
and
Part
4
with
an
examination
of
ACDA’s
role
and
its
effectiveness.
An
Epilogue
examines
the
relations
of
Paul
Warnke
with
Congress,
the
President
and
US
official
and
his
involvement
in
negotiating
the
extremely
complicated
Comprehensive
Test-Ban
Treaty
and
the
Nuclear
Non-Pro-
liferation
Treaty.
He
resigned
in
October
1978
when
the
fate
of
SALT
II
was
still
uncertain-as
it
still
is
today.
This
is
a
very
illuminating
study
of
a
complex
subject.

This
is
a
quite
indispensable
source
for
anyone
attempting
to
under-
stand
the
recent
developments
in
Iran
and
the
many
currents
of
interest
and
conflict
between
Iran
and
America
which
were
little
understood
prior
to
the
revolution.
Had
the
real
situation,
which
was
indeed
stressed
by
the
American
Ambassador
at
the
time
William
H.
Sullivan,
been
better
appreciated
then
it
might
have
perhaps
been
possible
to
have
avoided
the
most
disastrous
of
the
ensuing
events.
Even
in
hindsight
there
can
be
some
useful
lessons
to
be
learnt
and
applied
in
a
wide
context
which
might
help
to
avoid
similar
catastrophes
in
future
relations
with
the
Arab
world.
There
is
every
reason
to
be
grateful
to
the
compiler
of
this
excel-
lent
documentary
history.

ever
more
widespread
phenomenon
in
Western
Europe
and
indeed
throughout
the
world.
This
book,
however,
concentrates
on
Western
Europe.
It
consists
of

series
of
detailed
case
studies
in
five
European
countries
preceded
by
an
Introduc-
tion
(Chapter
1)
by
the
editor
on
Terrorism,
a
Challenge
to
the
State
in
which
she
demonstrates
that
on
whatever
grounds
terrorists
may
justify
their
actions-social
tension,
religious
conflict,
implied
history
or
economic
inequality-in
every
instance
they
challenge
the
legitimacy
of
democratic
authority.
