The
Probation
Service
has
one
oi’
the
most
difficult
parts
to
play
in
the
already
difficult
area
of
crime,
punishment
and
rehabilitation.
It
is
much
too
convenient
to
use
such
general
terms
as
’Society’
and
‘Social
Justice’
in
situations
which
are
principally
concerned
with
individual
standards
and
behaviour.
The
essential
element
in
any
satisfactory
community
is
the
happy
and
trusting
relationship
between
its
individual
members.
Violence
amd
crime
for
whatever
reason
destroy
that
relationship.
It
is
for
the
Probation
Service
to
re-establish
thins
relationship
in every
individual
instance
in
which
it
has
been
broken.
Ever
since
the
first
Police
Court
Missionaries
were
appointed
a
hundred
years
ago,
the
work
of
.
reconciliation
has progressed
and
developed
and
the
Probation
and
After-Care
Service
can
look
back
with

on
what
has
been
achieved.
This

accumulated
experience
and
the
continuing
lively
discussion
of
contemporary
issues
will
ensure
an
even
more
effective
service
in
the
next
hundred
years.
