Whereas' a draft of the following regulations was laid before and approved by a resolution of each House of Parliament:
Now, therefore, the Secretary of State for Social Services, in conjunction with the Treasury(a), in exercise of the powers conferred upon him by sections 5 and 17(1) of the Child Benefit Act 1975(b), and of all other powers enabling him in that behalf, hereby makes the following regulations:—
Citation, interpretation and commencement
1. These regulations, which may be cited as the Child Benefit and Social Security (Fixing and Adjustment of Rates) Amendment (No. 2) Regulations 1977, shall be read as one with the Child Benefit and Social Security (Fixing and Adjustment of Rates) Regulations 1976(c) (hereinafter referred to as "the principal regulations") and shall come into operation on 3rd April 1978.
Amendment of regulation 2 of the principal regulations
2.—(1) Regulation 2 of the principal regulations (weekly rates of child benefit) shall be amended in accordance with the following provisions of this regulation.
(2) For paragraph (1) of the said regulation 2 there shall be substituted the following paragraph:—
"2.—(1) Subject to paragraph (2) of this regulation and regulation 20(1) of the General Regulations (transitional provision relating to apprentices in respect of whom a family allowance was payable under the Family Allowances Acts 1965 to 1975) the weekly rate of child benefit payable in respect of a child shall be £2·30.".
(3) In paragraph (2) of the said regulation 2, for the reference to £0·50 there shall be substituted a reference to £1·00.
(4) Paragraph (3) of the said regulation 2 is hereby revoked.

(5) In sub-paragraph (b) of paragraph (4) of the said regulation 2, the words "or (2)" shall be omitted.
Insertion of a regulation 3 into the principal regulations
3. After regulation 2 of the principal regulations there shall be inserted the following regulation:—
"Reduction of weekly rates of benefits and increases of benefits under the Social Security Act in respect of children
3. The sums specified in any of the provisions mentioned in section 17(2) of the Act shall be reduced—
