CHAPTER cxxx.
An Act to extend the Boundaries of the City of Glasgow
A.D.
1891.
and for other purposes. [21st July 1891.]

HEREAS it is expedient that the several burghs and districts
within the area hereinafter described should be incorporated
with the city and royal burgh of Glasgow and that the other
provisions in this Act contained should be made for the municipal
government and police and sanitary administration thereof :
And whereas those purposes cannot be effected without the
authority of Parliament:
May it therefore please Your Majesty that it may be enacted and
be it enacted by the Queen's most Excellent Majesty by and with
the advice and consent of the Lords Spiritual and Temporal and
Commons in this present Parliament assembled and by the authority
of the same as follows:

This Act may be cited as the City of Glasgow Act 1891. short title.
2.
This Act shall except as otherwise provided commence and Commence-
have effect on and from the first day of November one thousand meat of Act.

Interpretation.

In this Act unless there be something in the subject or Interpreta-
context repugnant to such construction the following expressions tion of

to say) :
" The existing burgh " means the existing city and royal burgh
of Glasgow within the limits described and defined in the
Glasgow Municipal Act 1878 ;
" The city and royal burgh " " the city" and " limits of this Act"
respectively mean and comprehend the whole area and territory
within the limits and boundaries of the city and royal burgh of
Glasgow as extended by this Act;

1891. "The district added" means and comprehends so much of the
city and royal burgh as was beyond the boundaries of the
existing burgh prior to the commencement of this Act;
" Existing wards" means.the warelsof the city and royal burgh
as the same exist prior to the passing of this Act subject as
regards the first and second wards to the additions thereto
provided by this Act;
" The police burghs" means the several police burghs within
the district added that is to say the police burghs of Grovan-
hill Crosshill Pollokshields East Pollokshields Hillhead and
Mary hill;
" The Corporation" means the lord provost magistrates and
council of the city and royal burgh;
" The lord provost " means the lord provost of the city and royal
burgh;
" Magistrates " means the magistrates or bailies of the city and
royal burgh;
" Lord provost magistrates and councillors" means the lord
provost magistrates and councillors of the city and royal
burgh;
" The town clerk " means the town clerk, of the existing burgh
and of the city and royal burgh ;
"
Sheriff"
means the sheriff of the county of Lanark and except
when expressly limited to the sheriff includes the sheriffs
substitute or any one of them;
" Valuation Acts" means the Act of the seventeenth and
eighteenth Victoria chapter ninety-one and any Acts amending
the same;
"Election Acts" means the Acts in force for the time being
relating to the registration of parliamentary and municipal voters
and the election of town councillors for the existing burgh;
" The Police Acts" means the Glasgow Police Acts 1866 to
1891 the Glasgow Corporation Act 1884 and the Glasgow
Bridges &e. Act 1886 and so far as they affect the city the
Eoads and Bridges (Scotland) Act 1878 and the Public Health
(Scotland) Act 1867 and any Acts amending either of those
Acts;
" The police commissioners" means the Glasgow Police Com-
missioners ;
" The gas trustees" means the lord provost magistrates and
council acting in the execution of the Glasgow Corporation
Gas Act 1869 the Glasgow Corporation Electric Lighting Order
1890 and any Acts amending either of those Acts and Order;

" The water commissioners " means the commissioners acting in A.D. 1801.
the execution of the Glasgow Corporation "Waterworks Act *"
1855 and any Acts amending the same ;
" The markets commissioners " means the commissioners acting
in the execution of the Glasgow Markets and Slaughter
Houses Act 1865 and any Acts amending the same ;
" The improvement trustees " means the trustees acting in the
execution of the Glasgow Improvements Act 1866 and any
Acts amending the same ;
" The parks and galleries trustees" means the lord provost
magistrates and council acting in the execution of the Glasgow
Public Parks Act 1878 and any Acts amending the same ;
"' Property" includes all property real and personal and all
estates interests easements servitudes and rights in to and
out of property real and personal including things forming
the subject of suit claim or process and registers books and
documents and when used in relation to any sheriff-clerk clerk
of the peace county clerk county council district committee
justices board sanitary authority police authority or other
authority includes any property which at the commencement of
this Act belongs to or is vested in or held in trust for or would
but for this Act have on or after that date belonged to or been
vested in or held in trust for sucb sheriff-clerk clerk of the
peace county clerk county council justices board sanitary
authority police authority or other authority;.
" Powers " includes rights jurisdictions capacities privileges and
immunities;
" Duties " includes responsibilities and obligations ;
" Liabilities " unless where otherwise expressly provided includes
all debts and liabilities to which any authority are or but for
this Act would be liable or subject to whether accrued due at
the commencement of this Act or subsequently accruing ;
" Costs " includes charges and expenses ;
"Pension" includes any superannuation allowance gratuity or
other payment made on the retirement of any officer;
" Office " includes any place situation or employment;
" County councils " means the County councils of Lanarkshire
and lienfrewshire respectively appointed under the Local
Government (Scotland) Act 1889 ;
" District committees" means the district committees of the
lower ward of Lanark and the first or upper district of the
county of Renfrew respectively.
