CONFERENCE ANNOUNCEMENT
Conference on the Role and Interpretation of International
Social Security Conventions

Objective
In spring 2006, a study – Between Soft and Hard Law, edited by Frans Pennings and
published by Kluwer Law International – was published. The study deals with the
impact of international social security conventions (promulgated by the ILO and the
Council of Europe) and the conference intends to promote further discussion of the
role of the conventions. Among the questions that will be considered are the following:
.what methods of interpretation for social security conventions exist?
.what factors influence the interpretation of social security conventions?
.is there sufficient support for governments and judges who have questions about
the interpretation of social security conventions and, if not, should there be more
support?
.do conventions play a role outside the ministries involved, in other words, what is
the role of social partners, judges, etc and what problems do they encounter?
.do academics pay sufficient attention to social security conventions?

Participation is free, but participants will have to cover their own travel and
accommodation expenses.
Registration is possible at f.j.l.pennings@uvt.nl. The number of places is limited, so
early registration is recommended.
