Continuity and
change
After
twenty-five
years
James
Eayrs
and
Robert
Spencer
have
stepped
down
as
editors
of
International
Journal. The
Research
and
Publications
Committee
of
the
Canadian Institute
of
Inter-
national
Affairs
asked
us to
replace
them.
Having
accepted
with
enthusiasm,
we
are
nevertheless
very
much
aware
of
the
challenge
involved
in
attempting
to
equal
the
'rough
magic'
of
our
predecessors.
The
long-standing
success
of
the
Journal
makes
us
cautious
about
the
introduction
of
any
dramatic
changes.
Indeed,
it
would
be
foolhardy
to
break
too
sharply
with
the
fine
record
of
the
past
and
with
what
the
Journal's
loyal
readers
have
come
to
expect.
There
are,
however,
several
ways
in
which
we
would
like
to
modify
the
Journal's
format and
direction
over
the
next
few
years.
One
such
innovation
is
the
establishment
of
an
Mditorial
board
on
whose
experience
the
editors
can
draw
as
circum-
stances
require.
For
some
time
now,
the
'non-refereed'
nature
of
InternationalJournal
has
raised
some
concern, particularly
for
contributors
who have
been
anxious
to
publish
in
a
'refereed'
'journal
for
professional
reasons.
Discussions
have
centred
on
how
the
Journal
might
respond
to
these
concerns
without
aban-
doning
its
successful
theme
format
or
setting
up
a
formal
aca-
demic
review
system
which
would
be
inappropriate
for
a
jour-
nal
which
serves
a
much
broader
audience
than
that
of
a
strictly
scholarly
periodical.
As
well
as
using
the
expertise
of
the
editor-
ial
board
in
a
general
way,
we
are
therefore
proposing that
its
International
Journal
xxxix
summer
1984
