Abstract
Purpose This is a draft of a keynote speech delivered at the 29th Cambridge International
Symposium on Economic Crime. The purpose of the speech was to share the United Nations Asia and
Pacific Institute for the Prevention of Crime and the Treatment of Offenders’ (UNAFEI’s) half century
of experience in the field of capacity building in developing countries.
Design/methodology/approach – The paper briefly sketches UNAFEI’s various training courses
for criminal justice practitioners in developing countries.
Findings – UNAFEI’s capacity building efforts contribute to the improvement of criminal justice
systems of participating countries; not only developing countries, but also developed countries, are
better able to cope with economic crimes of a transnational nature through international cooperation.
Originality/value – UNAFEI’s continuous unique efforts are worth consideration.

I. Opening
One of the most effective and essential measures to reduce such risk is making it clear
through the criminal justice system that such conduct does not pay. However,
governments can struggle to provide sufficient resources to bring to justice perpetrators
of these sophisticated and often difficult-to-detect crimes. This is especially true in
developing countries, where international capacity building efforts play a key role in
providing the necessary human resources. It is also noteworthy that such capacity
building efforts help the administration of criminal justice not only in developing
countries but also in developed countries, through international cooperation in the
investigation and prosecution of transnational cases, which are increasing dramatically
both in volume and importance.
Accordingly,I here provide an overviewof the continuous effortsof the United Nations
Asia and Far East Institute for the Prevention of Crime and the Treatmentof Offenders,
commonly known as UNAFEI,in capacity building in the field of criminal justice.
II. Organization
UNAFEI is an international training and research institute in the field of crime
prevention and criminal justice, established in 1962 by an agreement between the United
Nations and the Government of Japan.
