of the reporting procedure under Article 40 CCPR. A major shortcoming of the book is
the fact that the author does not deal with all substantial articles, but only with selected

(and 10), 14, 19 and 20.
The paperback edition was published some three years after the hard cover edition.
Unfortunately, the author only added a 17-page 'Introduction to the paperback edition' ,
in which he briefly describes some important developments have taken place in this
period. No analysis of, for example, the first Comments the Committee adopted upon
concluding the examination of States reports is given. As to the substantial issues, the
author devotes a few lines to three years of case-law of the Committee, without updating
the relevant chapters of the book. Those who expect to obtain a fully updated edition of
the 1990-book, will be disappointed. The author hopes ' in time to prepare a second
edition of this work which covers all of the rights in the Covenant'.

Children's rights: monitoring issues. Eugeen Verhellen / Frans Spiesschaert (eds.). Gent:
Mys & Breesch, 1994. - 163 p.
ISBN:90-5462-081-1
This book contains papers presented by experts on child advocacy to the seminars
organized by the University of Ghent Children's Rights Centre , together with the King
Baudouin Foundation. The purpose of this seminar - which took place in 1991 - was to
make clear that monitoring implementation of the Convention on the Rights of the Child

regional and international , to set up bodies with a broad base in society, whose task is to
monitor and promote implementation of children's rights.
Crowding out or pitching in :a new budgetary target
for
Dutch development cooperation.
R.J. van den Dool (ed.). The Hague: Development Cooperation Information Department,
1994. - 68 p.
ISBN:90-5328-064-2
This publication attempts to provide a basis for discussions on a new development
cooperation approach, which is required by the changes in international relations. It starts
with a description of the historical backgrounds to development cooperation and sums up
the challenges of the 1990s. Finally, financial calculations are formulated to reflect the
budgetary consequences of these challenges. Although there is special reference to the
Dutch context , the information can be relevant in the international debate on the principal
issues of international cooperation.
