IT will be generally
admitted
that
the
law
and
practice
relating to motor driving licences are of considerable
practical importance to
the
Police, who have to deal
with
these subjects every day.
It
is unfortunate, there-
fore,
that
the
law which controls
the
granting of driving
licences should contain anumber of faults, omissions,
and anomalies, several of which relate
to
the
testing of
drivers.
In
order to
test
the
competency of drivers,
motor
vehicles are divided into groups,
and
anyone passing a
test
to drive one vehicle qualifies to drive
any
other
vehicle
in
the
same group, providing he is of age. Schedule 2
to
The
Motor Vehicles (Driving Licences) Regulations, 1947,
sets
out
the
groups as follows
:-
1.
Heavy
locomotive,
light
locomotive,
motor
tractor,
heavy motor-car, motor-car, or motor tricycle
equipped
with
means for reversing,
but
excluding
any
vehicle comprised in Group 4 or Group 6.
2. Trolley vehicle.
3. Motor bicycle (with or
without
sidecar) or
tri-
cycle
not
equipped
with
means for reversing,
but
excluding
any
vehicle comprised in Group 6.
4. Track-laying vehicle steered
by
its
tracks.
5.
Invalid
carriage.
6. Mowing-machine, agricultural tractor, or vehicle
controlled
by
apedestrian.
One hesitates to criticise
the
wording of regulations,
but
since some of
the
terms used are obscure to police
Since
this
article was
written,
The
Motor Vehicles (Driving Licences)
(Amendment)
(No.3)
Regs., 1948, which came
into
force on Dec. 1, 1948,
have
slightly
altered
the
grouping of vehicles
and
have
made
certain
other
amendments.
For
instance,
the
person
acting
as supervisor
to
a
learner
driver
must
now be
licensed
to
drive vehicles of
the
same
class as
that
being
driven
by
the
learner
driver. However, all
the
other
anomalies
mentioned
herein remain.
