EDITORIAL
In a recent meeting
of
the editorial board
of
the Netherlands Quarterly of
Human Rights, a number of decisions were taken regarding the format and
contents of this journal, the main features of which are summarized below.
There was general agreement that the focus should remain on the combination
of
theory and action in the field of human rights. Next to high-quality,
substantial articles, attention should be given to the role and activities
of
non-
governmental organizations. The editorial board will be somewhat expanded,
in order to cover developments outside as well as inside Europe.
The division in separate sections will be basically maintained and special
attention will be given to the publication of human rights documents which are
difficult to locate elsewhere. This is especially true with regard to the so-called
"grey literature", emanating from smaller non-governmental organizations.
These will make up the main part of the documentation section which will be
changed from the present format; from now on it will contain bibliographical
references without the previous summaries. (Readers will notice that as part of
this process
of
change the present issue contains no documentation section at
all, but that absence will be only temporary.) In addition to the documentation
there will be short book reviews, with a survey of the contents of the book as
well as some comments. In addition to books in English, an effort will be made
to pay attention to publications in French, German, Spanish as well as Dutch.
The publication of interviews will be resumed. As a start, the present issue
contains an interview with Nadia Gevers Leuven-Lachinsky, who is the Dutch
member
of
the European Committee for the Prevention
of
Torture.
On occasion, issues may contain personal opinions on a particular issue of
human rights.
An
effort will be made to publish about one special issue a year.
The first special issue will deal with human rights in Latin-America. Other
special issues under consideration relate to non-governmental organizations in
Europe, European human rights policy and human rights institutes.
In addition to the interview with Mrs. Gevers, the present issue contains a very
topical contribution on the legality
of
the use of administrative detention in the
Israeli Occupied Territories, which the author, UsamaR. Halabi, clearly rejects.
Manfred Nowak has delivered a paper and oral statement on the right to
education to the International Workshop
of
World University Service, which
