EDITORIAL
e NQHR Executive Board regret fully an nounces the resignation of Prof Dr Brigit
Toebes (University of Groningen Faculty of Law) from our International Editoria l
Board.  e Ed itorial Board under takes double-blind peer-reviews of selected
articles submitted to t he Quarterly.  rough its subject matter expertise a nd diverse
composition, the Editorial Bo ard guarantees t he highest qual ity publications in the
Quarterly. Professor Toebes’ expertise relates to the  eld of international hea lth law
and human rights. She established Global Healt h Law Groningen, a research centre
that addresses the i ntersection between public internationa l law and the protection
of health. Professor Toebes also advis es governmental and non-governmental bodies,
such as the World Health Organiz ation, on the international law dimensions in their
research and public healt h policies. We are appreciative that Professor Toebes chose to
commit her expert ise to the NQHR for many years, and wish her the bes t in all future
endeavours.
Simultaneously, the Executive Bo ard is pleased to announce t hat Prof Dr
Janneke Gerards and Dr Eva Mar ia Lassen have joined our International E ditorial
Board. Dr Lassen is a Sen ior Researcher at the Danish Inst itute for Human Rights
in Copenhagen and holds a Ph.D. in Histor y. She is an expert on religious f reedom,
the history of human r ights in di erent cultures, a nd the balance between respect for
cultural a nd religious diversity and the promotion and protection of universa l human
rights. She has published a nd taught widely on these topics. Previously Dr Las sen was
the Research Director of the Da nish Institute for Human Rights, and she is cur rently
also the Execut ive S ecretary of the As sociation of Human Rights In stitutes, member
of the Board of Adminis trators of the European Inte r-University Centre of Human
Rights and Democratization, and national director of the European Master’s Degree
in Human Rights a nd Democratization.
Janneke Gerards is professor of fundamental rights law at Utrecht University,
the Netherlands. Based at the department of Jurisprudence, C onstitutional and
Administrative Law, she is a liated to the university’s research programme
Institutions for Open Societ ies and the Montaigne Centre for Judicial Admi nistration
and Con ict Resolution. Prof Gera rds’ research focuses on fundamenta l rights, equal
treatment law, judicial review and comparative public law. She has published widely
in these areas, including on the e ec tiveness of the European Court of Human R ights
and the development of fundamenta l rights by the Cour t of Justice of the European
Union. In addition, Prof Gerards is a deputy Judge in t he Appeals Court of  e Ha gue,
a member of the Human Rights C ommission of the Dutch Advisor y Council on
International A airs, and a member of the Royal Netherla nd s Academy of Arts and
Sciences.
We warmly welcome Prof Gerards and Dr Las sen to the Editorial Board and look
forward to a fruit ful collaboration.
