This is our annual John W. Holmes issue on Canadian foreign policy. The
focus this time is on how both Canada’s policy and its interests are affected
by electoral politics, at home as well as abroad (especially in Canada’s “near
abroad,” the United States). Three guest editors have assembled the articles.
Professors David Black and Brian Bow, both with the political science
department at Dalhousie University, have pulled together the section on
foreign policyand political parties;Professor PierreMartin, of the department
of political science at the Université de Montréal, is responsible for the
contributions on the 2008 elections in the US. We aregrateful to all three.
We note a change in editorial personnel, effective this issue. Andrew
Preston has handed over “The lessons of history” rubric to Adam Chapnick
of the Canadian Forces College. While serving as
IJ
’s book review editor,
Andrew originated “the lessons” in the autumn of 2003, and after Michael
Morgan assumed the book review editorship three years later, Andrew
continued to provide editorial leadership for the lessons of history,
consistently commissioning superb pieces from prominent historians. Now
he finds that the professorship he took up a few years back at Clare College,
Cambridge,requires all of his time. We thankhim very sincerely for his work
both as book review editor and features editor,wish him very well, and warn
him that in due course we will be pestering him to contribute articles to
IJ
.
Adam Chapnick avoids such pestering for now because before agreeing to
take on the lessons of history, he agreed to review a book for us and
submitted an article that appears in this issue in the “Over the transom”
section. We welcome Adam on board.
