The largely Canadian readership of IJ has a natural interest in middle power dip-
lomacy, and we have chosen to devote this special issue to that theme, under the
guest editorship of Andrew Cooper of the University of Waterloo and Emel Parlar
Dal of Marmara University. Their focus is on the MIKTA (Mexico, Indonesia,
Korea, Turkey, and Australia) grouping of middle powers.
Cooper and Parlar Dal open with an introductory piece positioning what they
see as the third wave of middle power diplomacy. This is followed by a solo article
by Cooper in which he assesses the capability of middle powers to act collectively in
