has
been

82.
She
was
a
probation
officer
in
the
city
for
about
20
years
and
possessed
innumerable
records
of
delinquents
placed
in
her
charge,
especially
from
the
Juvenile
Courts.
Upon
her
retirement,
17
years
ago,
from
active
work

Rochester.
She
arrived
in
Chatham
40
years
ago
and
immediately
started
to

the
Police
Court
in
a
voluntary

In
1931

girls
and
young
women
otherwise

to
a
life
of
crime
and
vice.
°
A
PENSION
SCHEMA
FOR
SOCIAL
WORKERS
The
National
Council
of
Social
Service
has
launched
a
scheme
for
pensions
for
social
workers
and
any
organi-
sation,
local
or
national,
can
participate.
The
scheme
is
intended
to
include
not
only
social
workers
but
also
administrative
and
clerical
staff,
and
provision
has
been
made
for
transfer
from
an
existing
scheme
without
loss
of
benefit.
The
more
organisations
which
come
into
the
scheme,
the
easier
it
will
be
for
social
workers
leaving
the
service
of
one
organisation
to
enter
that
of
another
without
diminution
of
pension
and
this
should
make
for
a
sense
of
greater
security.
The
scheme
is
very
flexible,
the
basis
is
an
obligatory
minimum
contribution
of
5
per
cent.
of
salary
from
the
individual
and
an
equal
amount
from
the
employing
organisation
(in
the
case
of
lower
paid
members
of
the
staff
a
minimum
of
21
per
cent.
of
salary
matched
by
an
equal
amount
from
the
employer.
This
should
reduce
the
burden
on
the
individual
who
will
soon
have
to
pay
national
insurance
contributions
at
a
higher
rate
than
at
present).
If
the
individual
wishes
to
secure
a
larger
pension
than
is
provided
by
the
obligatory
contribution
he
can
add
an
optional
contribution
up
to
a
further
10
per
cent.
of his
salary
and
his
employer
can
do
the
same.
Provision
is
also
made
for
late
entry
and
for
contribu-
tions
in
respect
of
back
service.
The
control
and
administration
of
the
scheme
is
vested
in
a
Committee
of
Management,
half
of
which
repre-
sents
the
employing
organisations
and
half
of
the
indi-
vidual
members,
and
the
National
Council
of
Social
Service
is
acting
as
Trustees.
