On pages 340, 341, and 342 in the  nal article, entitled ‘A Comparative Analysi s
of Child Maintenance Scheme s in Five Countries by Chri stine Skinner, Mia
Hakovirta a nd Jacqueline Davidson, it is stated t hat in regards to the low income
vignettes for Iceland, t he two non resident parents (Mr Paul and Mr Forest) would
be assessed as having no c apacity to pay child maintenance and their maintena nce
obligation would be set at zero.  is is misleading. In fact, non-resident parents
would be expected to pay at least the mi nimal amount of chi ld maintenance
regardless of their income level or whether they were receiving s ocial assista nce
bene ts.  erefore, they would never be assessed as havingno capacity to pay’
based on an income measure a lone.
