The Evaluator Perspective for this issue features John Owen. As you will see, John has
an extensive background in evaluation having been one of the founders and major
contributors to the field of evaluation in Australia and further abroad. John is a worthy
Fellow of the Australasian Evaluation Society (AES) and we are pleased to share his
background and his perspective in this issue.
John has worked extensively in the aid and development sectors, including under-
taking a major evaluation project in the Maldives and giving seminars in Hong Kong
and Sri Lanka. He has taught a doctoral programme for Thai students and been a con-
sultant on a range of programmes as well as teaching of evaluation in Japan. John was
a visiting professor at Hiroshima University where he taught in a graduate programme
in international development. In late 2016, he was an invited speaker at the National
Institute for Educational Research and presented at the annual meeting of the Japanese
Evaluation Society. He is a member of the American Evaluation Association Thematic
Interest Group (TIG) on International and Cross-cultural Evaluation and has under-
taken evaluations for the Asia Education Foundation and AusAid and acted as an eval-
uation adviser for NZAID in New Zealand.
John has Bachelor of Science (Hons), Masters of Education and a PhD (Monash).
He is interested in providing useful evaluation-based knowledge to policy and pro-
gramme decision makers. He has led more than 40 evaluative projects over the past
